    SUMMARY OF JOB DUTIES

    Sub-Saharan Africa and Cameroon in particular face many problems that hinder the dynamics of economic and social development. These include limitations on access to information; access to quality education which remains a major problem for rural populations and other limitations of rights which should enable citizens to flourish and emancipate themselves.

    In addition, in Cameroon many social crises have reinforced the dysfunction of society. Indeed, since 2010, the country has been facing security crises in the Far North, North-West and South-West regions and hotbeds of tension are appearing in other regions affected by internal displacement. This situation has exacerbated the problems of incivility and identity withdrawal which undermine the efforts made to facilitate social cohesion within the communities. Indeed, since 2013, a diagnosis has revealed a rise in the decay of values ??which is characterized by the rise of violent extremism, communitarianism, unpatriotic acts, or even cybercrime with the opening up to the international and the assimilation of ICT.

    This situation led in 2021 to the development and validation of the National Program of Civic Education through Moral, Civic and Entrepreneurial Rearmament (PRONEC-REAMORCE) which constitutes for the Ministry of Youth and Civic Education (MINJEC) and the Partner Administrations of the education sector, a framework document which now clarifies the objectives and strategic axes for the implementation of Civic Education in Cameroon. The moral, civic and entrepreneurial rearmament of young people is a system of education in values ??developed by the Ministry of Youth and Civic Education, following various formats, to better deal with the question of the restoration of the cardinal values ??of the social life with our youth and therefore within the whole of society.

    Moreover, the concerns of UNESCO in its MIL program “Media and information literacy” a concept covers all the skills related to information and media literacy with the aim of transforming the interaction of people with information, meet that of MINJESC, hence the emergence of a common approach for optimal results.

    The program is underpinned by several principles that call for collaboration and a synergy of skills, actions and actors. Therefore, for an action impacting both urban and rural areas, community radios have been identified as channels for relevant responses to the specific needs, interests and desires of communities to offer them elements of knowledge and skills in the areas of civic education and make them suitable for better socialization and their participation in governance at the local level, but also at the national level. Indeed, community radios are information and communication spaces that work for social progress, development, participation in civic education for communities. The support tools for community radios produced by the United Nations Educational, Scientific and Cultural Organization (UNESCO) and its experience in supporting community radios will be capitalized on in the process that will lead to the development of the guide for the operationalization-REAMORCE of PRONEC with all sections of the population.

    The design of an intervention guide offers an opportunity for community radio actors to take ownership of the existing system to improve performance for their activities of design, animation and participatory evaluation of programs focused on education. citizenship and media and information literacy in their communities. This will involve providing them with a practical guide integrating an institutional, strategic and operational framework; the methodological approaches to be followed; but also content, scenarios for spots and programs focused on education for active and responsible citizenship, as well as tools such as educational sheets and activity schedules.

    Description of the missions of the Expert Consultant

    As part of this Call for Applications, the Expert Consultant must:

    • Make a diagnostic analysis of the intervention of community radios in the context of civic education and education in the media and information of the populations;
    • Define the objectives of the guide;
    • Make a description of the target actors of the guide;
    • Make a brief presentation of the methodology of creation and dynamic animation of educational programs;
    • Define the matrix of civic education activities via community radios in accordance with the major areas developed in PRONEC-REAMORCE;
    • Develop educational sheets and drivers of civic education programs (models);
    • Develop practical sheets for the production of civic education program spots (messages and slogans) (model);
    • Present a guide design project;
    • Design a prototype of the guide;
    • Develop the final document;
    • Animate the various validation sessions related to the guide.

    Content of the guide

    • The definition of the objectives of the guide;
    • A description of the target actors of the guide;
    • A brief presentation of the methodology for creating educational programs;
    • The definition of the matrix of civic education activities and media and information education via community radio stations in accordance with the major areas developed in PRONEC-REAMORCE;
    • The development of educational sheets and conductors, civic education programs;
    • The development of practical sheets for the production of program spots (messages and slogans) for civic education;

    REQUIRED QUALIFICATIONS

    • Hold a university degree (BAC + 5) in social sciences or any other similar field;
    • Demonstrate experience in the process of designing and producing radio programs
    • Justify proven experience in promoting citizenship through the media and more particularly the radio;
    • Justify skills and professional experience in the design of educational programs and didactic materials, the number of years is an asset;
    • Having worked on education issues through community radios is an asset;
    • Proficiency in one of the official languages ??of Cameroon and the ability to work in the other language is an asset;
    • Have excellent computer skills.

    DELIVERABLES

    The various expected deliverables are as follows:

    • The guide development project;
    • The prototype of the guide;
    • The final draft of the guide in English or French.
