    ROLE PROFILE

    Titer: Gender, Child Protection and safeguarding Coordinator

    Location: Maroua Travel may be required: Yes, with travels in the Mayo sava, Mayo Tsanaga and Logone-et-Chari divisions   40% field and 60% office

    Purpose: How does this post support Plan’s strategy and mission? Under the supervision of the Project manager. The role holder is responsible for strengthening gender and inclusion and child safeguarding awareness and implementation in the GAC project implemented in the Far North of Cameroon; including the management, and implementation of gender equality and child protection policies, systems, and procedures to ensure that safeguarding and feminist principles are = at the heart of the GAC project.The Gender, child protection and safeguarding Coordinator will also lead the implementation of CP and GIE activities of GAC project. He/she will provide technical support to project staffs and implementing partners to ensure that child protection, safeguarding and gender concerns and needs are being addressed.

    The post-holder will furthermore support the implementing team in their daily work to ensure that affected population, vulnerable children and youth refugees, particularly girls, IDP and other receive safe, inclusive and quality humanitarian assistance.

    She/he will ensure the Plan International’s gender transformative and inclusive approach is imbedded in all project activities, and that we generate and use learning.

     She/he will be responsible identifying and implementing training packages for partners, and in collaboration and coordination with the Gender & Inclusion specialist in Yaoundé. She/he will ensure that a gender equality and inclusion lens is applied to all capacity development modules and project resources.

    This position requires dynamism, initiative and managerial ability to implement strategies and action plans to ensure that the GAC project is gender transformative and risk-sensitive.

    Dimensions of Role:

    Program Development and Quality Implementation:

    Provide technical support for managing child protection, safeguarding, gender and inclusion in the project activities. This will also include (and not limited) working closely with Project Manager for regular project monitoring and analysis, for the contribution on the project design and/or modification to ensure the integration of child protection, gender and safeguarding aspects as per quality’ requirement.

    Representation and Advocacy: Promoting power and youth leadership, particularly girls, to shift norms and behaviors, to allow public opinion to see girls, boys and young people as critical drivers of systemic change and create lasting change. She/he will identify good practices of refugee and IDP-led organizations and use those for advocacy and influencing. She/he will lead all gender equality advocacy and Gender in Emergencies external communication, including advocacy and representation at regional and/ or community level (Meeting with partners, government / tierce’s, donor and initiatives on community-based interventions)

    Key Tasks and responsibilities

    • Ensure that the project is implemented with the feminist principles at the forefront of everything we do
    • Develop gender strategy and gender action plan for project roll out;
    • Ensure the integration of Child protection, safeguarding, gender and inclusion components in the project activities
    • Contribute to project reporting, including on the production of technical narrative analysis of CP/Safeguarding and gender aspects of the GAC project.
    •  Ensure that gender transformative change outcome is reflected in all project documents.
    • In coordination with the Project Manager, represent Plan International to local or external stakeholders (local Government, Traditional Authorities, partners, and the target communities).
    • Ensure that all CPIE, safeguarding and gender equality related activities have a clear focus on addressing gender inequalities and discrimination, gender norms and the specific needs of youth, adolescent girls and young women
    • Carry out assessment and complete documentation related to assessments, incident allegation reporting and case management, plans, needs assessments, risk assessment and mitigation efforts in a timely and ordered manner.
    • Compile documentation to be retained confidentially and/or shared in support of strategic activities, support to partners, advocacy, or team communication, according to established guidelines, policy and Plan international requirement
    • Ensure the management of GAC project in line with the donor, Plan International and humanitarian Child protection standard and approaches, including Gender, safeguarding and PSEA project requirement
    • In charge of sharing project information and reports to external or internal stakeholders and coordination working group (CP WG, SGBV WG, donors etc.)
    • Ensure the capacity building of project staff on child protection, safeguarding, gender and inclusion or SGBV areas
    • Build the capacity of project staff  on gender equality and feminist principles
    • Management of the safeguarding, child protection, gender and inclusion project’s focal points
    • Provide input to the development of orientation and training materials for community facilitators, staff and other partners and stakeholders;
    • Ensure quality and technical support to project implementation, monitoring & evaluation
    • Under the coordination of the CPIE Specialist, contributes to develop child protection strategy within assigned office and provides for local adaptation and implementation of strategy and action plan, including engagement with all relevant partnership and program support teams and colleagues. Contributes towards continual improvement of strategy and plans of action.
    • In collaboration and coordination with the CPIE specialist and safeguarding officer of PIIA, conducts regular assessments to identify child safeguarding risks as well as guide partners in conducting assessments at the local program level. Performs child protection and child safeguarding assessments, mapping exercises and evaluates external country/sub-county level data to inform next steps. Conducts GBV risk mitigation activities and interventions, gender security audits identified in risk assessment in collaboration with local partners
    • Contribute to the identification of best practices and lessons learned to strengthen the implementation and ensure adherence to quality standards in the implementation of child protection, safeguarding, gender and inclusion of project.
    • With support from M&E, collaborate with the project team, children, young people and other stakeholders to define, implement and monitor child-friendly, accessible and confidential safeguarding feedback and monitoring mechanisms.
    • Promote education and child protection analysis focusing on issues of gender, inclusion, disability, protection…
    • Develop and ensure dissemination of messages on child protection, safeguarding, gender equality to clients in the community for risk prevention and mitigation; gender norms; life skills; sexual and reproductive health; preventing the spread of infectious diseases.
    • Ensure that all data is disaggregated by sex, age and disability for children, adolescents and school-aged youth to inform and improve the quality of project intervention including regular analysis on trends

    Coordinate and collaborate with the CNO GE Advisor on key project pieces, such as ideas for strengthening project implementation using the feminist principles, identify capacity building support or mentorship opportunities that would benefit project staff and R/IDP-led organizations, etc.

    Key Performance Targets

    •           Ensure that project staffs, volunteers’ community meet quality indicators including child and community participation, gender equality, safeguarding concerns

    •           A contextualized tool, standards, policies that has been piloted, revised, documented and is ready to be implemented in interventions.

    •           Children and caregivers report increased trust in community mechanisms to prevent, mitigate and respond to child protection, safeguarding and gender issues.

    • Community mechanisms/groups demonstrate increased capacity, sustainability and ownership

    •           The role requires an ability to analyze challenges and to empower staff to work in partnership with children, youth and communities.

    Qualification & Experience

    • The qualified candidate will be a gender equality and child protection in emergencies professional with relevant =degree in social studies discipline, gender equality, human rights, development studies – specializing on gender and development or social development related discipline. At least 3 years’ experience in project management cycle in emergency contexts.
    • Good knowledge of project cycle management and reporting, also the feedback mechanism.
    • Technical qualifications in gender, child protection, PSEA relevant safeguarding specialization.
    • Knowledge of women’s and children’s rights, women’s and girls’ empowerment, and gender justice.
    • Experience and knowledge of Child Protection, Gender and Safeguarding program design and implementation including monitoring and evaluation.
    • Experience supporting gender equality and, inclusion in international organizations.
    • Demonstrated experience in designing and delivering workshops and trainings on gender equality that are participatory and needs based.
    • Experience of working with refugee and other vulnerable groups including children, adolescents, youth and vulnerable adults.
    • Experience in managing and leading teams of people.
    • Experience in coordination, representation, and technical assistance provision at the level of working groups/task force or equivalent.
    • Experience in managing grants and donor’ reporting requirements such as ECHO, UNHCR, UNICEF, FNUAP, SIDA, GAC, etc.
    • Standard IT skills
